The absence of Half-Life 2: Episode 3 can be attributed to the perspective of Valve's founder, Gabe Newell, who felt that merely progressing the narrative wasn't a compelling justification for creating the game.

In a recent documentary celebrating the 20th anniversary of Half-Life 2, Valve developers reflected on the halted development of Episode 3. Level designer David Riller pointed out that the team was facing challenges due to "element fatigue." They determined that they needed to either elevate the scope of their work or explore different directions altogether. Riller noted that much of what resonated within the Half-Life universe had already been thoroughly examined.

A shift in focus occurred when Left 4 Dead emerged as a significant project, leading the team behind Episode 3 to assist with its development instead. Engineer David Speyre remarked on the sense of lost opportunity regarding Episode 3, particularly after the success of Left 4 Dead. He described the situation as both "tragic and almost comical," adding that, reflecting on their past choices, they felt that dedicating two years to Episode 3 could have been possible.

Despite these feelings, Gabe Newell maintains that concluding Episode 3 may not have been the ideal direction, as he was unable to identify a valid reason to justify its completion. He emphasized the importance of not becoming complacent by simply stating that the continuation of the story is sufficient justification. Newell expressed that failing to consider deeper motivations would mean neglecting the expectations of gamers. He acknowledged their enthusiasm for the narrative and its many elements.

Newell further shared his belief that while the desire for continuation of the story was clear, simply delivering it would have been straightforward. However, he regarded his inability to recognize the importance of moving Episode 3 forward as his own shortcoming. Consequently, the project was shelved indefinitely, resulting in the absence of both Half-Life 2: Episode 3 and Half-Life 3.
